Nothing stops. Every minute beyond the plan is 0.15 €, billed monthly, and you can move up a plan at any time. 1,000 minutes are roughly 330 calls of three minutes.

Because the scope decides. A five-page site and a shop are not the same job. After the first call you get a fixed price for your scope, and it does not move afterwards.
For Voice: a number and the included minutes are in the monthly price, only extra minutes are added. For websites: domain and hosting, if I run them for you. Nothing else appears later.
